As Joe Hallenbeck, Willis is bitter, exhausted, beaten down, and still dangerous, using dry humor and weary cynicism to give the movie most of its personality. Damon Wayans makes a strong mismatched partner, a washed-up football player whose hostile dynamic with Hallenbeck slowly turns into one of the film’s biggest strengths. The screenplay is packed with hard-boiled one-liners, buddy-cop banter, pulp violence, and noir attitude. Tony Scott gives the movie an aggressive early 90s style that makes it feel bigger than the plot probably deserves. The conspiracy involving football, gambling, politics, and crime is ridiculous and messy, and the tone can be harshly cynical. Still, it is very entertaining if you are on its wavelength.
